Head of Learning & Development

Company: A Very Large Public Organization in Hong Kong

Responsibilities:

  • Drive and implement the overall corporate learning and development (L&D) strategy to align with the Corporation's strategic direction and business objectives, and to address the future leadership and organizational capability requirements
  • Lead a team of learning and development professionals to set and execute the learning and development strategy, conduct learning needs assessment, develop and review training design and delivery, sourcing and evaluation of different programmes to meet the organizational and individual development needs
  • Act as the internal consultant to offer professional advice to Business Units/ Functions to ensure their learning and development needs are analysed and addressed through different training interventions and development programmes
  • Promote L&D brand and continuous learning culture, conduct market research and benchmarking for best practice, emerging trends and continuous improvement
  • Drive technology roadmap to enhance learning effectiveness and facilitate data driven decision making on resources planning, curriculum and programme optimization
  • Work closely with internal and external stakeholders such as consultants / suppliers to ensure the training quality, programme standard and compliance of relevant policy
  • Responsible for the day-to-day operation and central duties of the department such as budget, manpower planning, team performance and development, process streamlining and digitalisation

Requirements:

  • Degree in a related discipline
  • A minimum of 15 years' experience in learning and development or talent development, with management exposure at headquarters or corporate level
  • Professional qualification in human resources, learning and development or executive coaching is an advantage
  • Proven records of training design, organizational development and change management
  • Experience in leadership, business management and soft skills training is preferred
  • Strong leadership capabilities, stakeholder management and communication skills
  • Excellent presentation and facilitation skills
